Britain: Labour government cuts deny university access to 200,000

By Robert Stevens
5 February 2010

Over 200,000 young people are to be denied a place at English universities in the next academic year due to huge funding cuts imposed by the Labour Party government.

Under conditions in which official unemployment among young people stands at nearly 1 million, demand for university places has increased substantially in the last year. Seven applications are expected for every one place at the 20 leading Russell Group universities. At least 200,000 and as many as 300,000 prospective students may be denied a place at universities this year as a result of the cuts.

Steve Smith, vice chancellor of Exeter University and a representative of Universities UK, said the numbers being denied a university place are set to escalate. “Last year about 160,000 students who applied didn’t end up going to university. This year, we already know that there are about another 75,000 applying for university,” he said.

On February 1, the universities’ funding body HEFCE announced that more than £500 million was to be slashed from university budgets this coming year. For the first time in a decade, universities’ teaching budgets are being cut in a move representing a definitive end to the general expansion in the sector under Labour. HEFCE announced in its letter to university vice-chancellors that some £215 million would be cut from teaching budgets in the academic year 2010-11. Receiving a total of £4.7 billion, this amounts to a cut of 1.6 percent in real terms.

Other cuts confirmed include a 15 percent budget reduction for capital projects, a £40 million cut in funding for old and historic buildings on campuses, £24 million from accelerated and intensively taught postgraduate courses, and £24 million from funding for two-year foundation degrees. Funding provided to universities used for encouraging those from the poorest backgrounds to apply is also being cut by 0.75 percent to £144 million.

The cuts announced for 2010-11 are the first to be made following government’s announcement of a nearly one £1 billion cut in the higher and further education budgets. A cut of £135 million has been added to “efficiency savings” of £180 million—with a further £600 million across higher education, science and research budgets to follow.

This is only the tip of the iceberg, with the Institute for Fiscal Studies estimating that overall spending cuts could reach as high as £2.5 billion.

There is also fear among academics that institutions that run university funded museums and galleries will be adversely affected by the cuts. Such museums as the Courtauld Gallery in London, the Manchester Museum, the Ashmolean and the Pitt Rivers in Oxford and the Sainsbury Centre for Visual Arts at the University of East Anglia play a central role in sustaining culture and knowledge. These and other universities together hold 30 percent of the collections that are designated as being of national and international significance.

The denial of a university education to hundreds of thousands of people is a sure indication of the huge growth in social inequality in Britain. This is, in effect, the final stage of a constant process of streaming based essentially on social class that has taken place under Labour at all levels of education in the UK from primary school onwards.

To date, under Labour there has been a general increase in poorer 18- and 19-year-olds going to university. Today 30 percent are more likely to enrol at university than they were in the mid-2000s. This was bound up with the expanding economy inherited by the Labour government of then Prime Minister Tony Blair in 1997. Today, under conditions of a widening economic crisis, this temporary increase is being rolled back with savage consequences.

Labour’s boast that it had managed to ensure that higher education was the province of all regardless of their economic position was always a vast exaggeration. Recent statistics reveal that better off and rich students remain the main beneficiaries of a university education. A government commissioned report released in January revealed that young people from the poorest fifth of the population are still much less likely to go to university than those from the richest fifth.

The research, produced by HEFCE, surveyed 8.8 million teenagers who had undertaken study since 1994. It found that 57.3 percent of children from the wealthiest backgrounds now go to university. Among the poorest teenagers in the 18-19 year-old group, just one in five (19.2 percent) now attend university—up from one in eight (12.7 percent) in the mid-1990s. Despite this slight increase in poorer children attending university, the overall gap between the richest and poorest children going to university has actually widened by one percent over the past 15 years.

Commenting on the HEFCE report, University and College (UCU) lecturers’ trade union leader Sally Hunt said, “There is a massive divide between rich and poor when it comes to university education.”

Whilst Hunt is able to make some critical noises about the lack of access to university from the poorest working class children, the record of the UCU in refusing to oppose the government’s austerity cuts has been a critical factor in allowing this to happen.

The UCU is on record that it “fully recognises the constraints on public spending during tough economic times.” In the face of the largest cuts being made to higher education in decades, the only campaign it has carried out was a “national lobby” of Parliament on January 26 attended by less than 100 people. The lobby was a cynical exercise designed to appeal to and sow illusions in the very government that has imposed the cutbacks and Conservative and Liberal Democrat opposition parties that are also pledged to an “age of austerity” and “savage cuts.”

The cuts imposed by Labour have met with a favourable response in the right-wing press in Britain. In a February 1 comment, “Labour’s budget cuts will be an opportunity for our universities,” the Daily Telegraph opined that the spending reductions would “offer universities an opportunity to re-assess their purpose.”

It criticised Labour’s “foolish desire to cram 50 percent of young people through university,” which had “flooded higher education with too many ill-equipped students pursuing gimcrack courses that lead to qualifications that leave employers cold.”

The Telegraph relished the fact that “The squeeze on funding (it is sure to last far longer than three years) will force many universities to cull their more feeble course offerings. Pressure on places should also push up the quality of successful applicants, no bad thing.”

The cuts also made “a lifting of the cap on student fees inevitable. A market mechanism must develop between institutions and disciplines, for the current flat rate is unfair.” Vocational training was the option left for the “less scholarly,” the Telegraph argued.

New details on Kunduz massacre disprove German government claims

By Ulrich Rippert
5 February 2010

New details about the massacre in Kunduz, Afghanistan, at the beginning of September last year, which costs the lives of 142 people including many civilians, disprove the statements and declarations made by the German government concerning the incident.

Under the heading “Secret Commando Operation Kunduz,” the online site of the weekly Die Zeit reports that an unusually high number of German elite soldiers—the so called KSK special operations force—were stationed in Kunduz at the beginning of September. The Web site also reported that the devastating bombing of two tankers in Kunduz was not an isolated event. At least five bombardments of targets in Afghanistan on the orders of German commanders had been carried out prior to the September 4 Kunduz bombing.

The report presents the following scenario: Of the 120 soldiers from the secret special-purpose Taskforce 47 in direct proximity to the German army camp in Kunduz, at least 60 belonged to the elite KSK unit. Such a concentration of KSK members in a single location is highly unusual.

The exact role played by the KSK in Taskforce 47 is unknown and subject to a blanket of secrecy. The role of the KSK as an elite unit within the German army, however, indicates that its members have command superiority over Taskforce 47.

The activities of Taskforce 47 in Afghanistan had been shrouded in secrecy until the autumn of last year. The role of the unit is to gather information on rebel forces, protect German field camps and cultivate Afghan informants. In addition, the unit controls the operations of fighter planes in the north of Afghanistan. “Taskforce 47 is not directed from Kunduz, but from the regional command post in Mazar-i-Sharif,” Die Zeit reports.

Taskforce 47 played a central role in the bombing attack carried out on September 4. The ISAF [International Security Assistance Force] report on the bombardment goes so far as to conclude that the air strike was initiated by the Taskforce. The German army denies this, but refuses to release all relevant information.

There are many unanswered questions surrounding the role of the KSK and the concentration of its force in Kunduz days before the air strike. Total membership of the KSK is just 1,200 soldiers, and according to a military spokesperson only around 240 men are actively involved in operations at any one time. This means a quarter of these active KSK soldier were gathered in Kunduz at the start of September—an unusual circumstance, according to Rainer Arnold, (Social Democratic Party, SPD) chairman of the parliamentary defence committee.

Normally the KSK operates in very small teams with groups of four or five men taking part in special operations. They may observe farmyards for days at a time in order to uncover leading Taliban rebels. The fact that so many KSK members were present in Kunduz points to a much bigger operation, but, as Arnold adds, “Nevertheless, the Defence Ministry is saying nothing.”

The concentration of KSK forces in September was also confirmed by Hans Peter Bartels, defence expert of the SPD. Bartels is one of the members of the German parliamentary committee of inquiry called to investigate the events in Kunduz. So far, however, speakers for the Defence Ministry and German army have refused to release any details, stressing that the activities of KSK units are top secret.

Nevertheless, other reports from ISAF and the German army indicate the real role played by the KSK. One officer of the KSK attached to Taskforce 47 was in contact with an Afghan informant who was in the vicinity of the stranded tankers and provided up to date information on what was taking place. It was on the basis of information from this informant, together with aerial photographs of the area, that Colonel Georg Klein gave the order for two American F15-fighters to bomb the tankers.

The flight sergeant who maintained contact with the US combat planes was also a member of Taskforce 47. It is unclear if this officer was also a member of the KSK. In any event, he played a key role in transmitting information between Colonel Klein and the US-fighter pilots who suggested on a number of occasions they carry out warning sorties before resorting to a direct attack.

The participation of KSK units in the massacre at Kunduz serves to disprove the statements by the German government that Colonel Klein had taken the decision to bomb the tankers alone and in order to prevent the tankers from being used to attack the German army operation centre.

The organizational structure of the KSK would not have allowed Klein to operate and give commands on his own. The elite unit is strictly disciplined and centrally organized. The leadership of the KSK in Afghanistan has its operation centre in Potsdam, near the German capital of Berlin, where all important decisions are made. “The KSK does nothing without agreement from Potsdam,” Rainer Arnold stressed, complaining about the wall of silence he has encountered from the relevant authorities in the German Defence Ministry. According to Arnold, any attempt to increase parliamentary control over the activities of the KSK is met with refusal and resistance.

Zeit-on-line quotes another parliamentary deputy as follows: “If there was a KSK deployment in the region on the night of the bombardment then there must have been contact with the operational centre in Potsdam.”

The parliamentary committee of inquiry into the Kunduz incident has already met on two occasions, but any questions on the role of the KSK and other relevant information have been stonewalled. It is the army leadership that decides what deputies should know and to what extent information can be passed on and published.

Upon its creation 10 years after the Second World War, in May 1955, the German army was subject to strict parliamentary control. Such control was aimed at preventing a return to the forms of German militarism that had led to the formation of the state within the state responsible for horrendous crimes in the war.

The current parliamentary investigation into the massacre at Kunduz makes clear that the former relationship between the army and parliament has already been transformed. Instead of parliament investigating the legal status of military operations and calling the army leadership to account, it is the military high command that calls the tune. It demands that parliamentarians demonstrate their increased support for a war that is opposed by two-thirds of the German population.

There are many indications that the massacre at Kunduz was consciously undertaken by sections of the army leadership in order to force politicians to provide far more support for this overwhelmingly unpopular military operation. At the same time, the massacre was to used in an effort to overcome the restrictions placed on the German army since its establishment in relation to so-called targeted killings—a practice long since used by the US, British and Israeli armies.

The strengthening of militarism in Germany is not limited to the pursuit of foreign policy aims—i.e., the securing of Germany’s geo-strategic interests against a background of increasing conflicts between the great powers. It is also directed toward the situation inside Germany itself as part of the preparations to use the German army against strikes and other forms of social militancy.

The litany of half truths and open lies on the part of the government and its defence minister represent a conspiracy against the population, but there is not a single party in parliament prepared to stand up to the military high command. In different ways, all of the German parliamentary parties support the war and declare their understanding for the “difficult tasks” being carried out by the army leadership.

The Left party is no exception in this respect. It has voted in parliament against extending the army’s mandate in Afghanistan—well aware that its vote would have no effect. At the same time, however, the party’s representatives on the committee of inquiry and defence committee abide strictly to the dictate of secrecy. They use their work in the committee in order to signal their support for the government’s stance and demonstrate their credentials as a reliable constitutional party.

Nobody dares to examine the criminal behaviour of the responsible military leaders and confront them with the legal consequences of their actions.

It should also be noted in this connection that the chief federal prosecutor in Karlsruhe has indicated that it is unlikely that any charges will be brought against Colonel Klein. The prosecutor’s office plans to wind down its investigations, arguing that the German army’s deployment in Afghanistan is covered by international law and should be classified as a “non-national armed conflict.” The Kunduz bombardment would then in turn be subject to “humanitarian international law,” which permits such military attacks against opponents in conflict. Media reports indicate that according to this interpretation of the law, civilians temporarily lose their right to protection if they enter a conflict situation.

In other words: the biggest war crime committed by the German army since the wartime atrocities of Wehrmacht are to go untried and unpunished, providing another important step in the strengthening of German militarism.

Sovereign debt fears trigger plunge in global markets

By Patrick O’Connor
5 February 2010

Stock markets in the US, Europe and other regions plunged yesterday in response to growing fears over the size of sovereign debt in several countries. Greece is on the verge of national bankruptcy and international investors are sceptical about the government’s ability to implement the savage cuts to wages and social spending required to lower its deficit from 12.7 percent of gross domestic product to just 3 percent by 2012. Portugal and Spain face a similar situation.

Underlying the crisis in the eurozone is the question as to whether US capitalism can finance its mounting debts and remain solvent in the long term. On Wednesday, Moody’s Investors Service warned that America’s triple-A sovereign credit rating will soon come under pressure unless economic growth is higher than forecast, or the Obama administration moves to reduce the fiscal deficit by initiating new and deeper spending cuts. Moody’s warned that the current US debt trajectory was “clearly continuously upward”.

This year’s US budget deficit of nearly $1.6 trillion is equivalent to 10.6 percent of GDP, a record high since 1945. As a proportion of GDP, the US deficit is not far off Greece’s but is higher than Spain’s and twice the eurozone average. Only the dollar’s status as the world currency has so far prevented Washington from coming under the same pressures as Greece and other southern European countries.

Yesterday’s market decline began in Europe after European Central Bank President Jean-Claude Trichet issued what was reported as an “unusually stern warning” that other eurozone countries as well as Greece required “strong reforms” to cut their deficits. Spain’s leading share index closed 6 percent lower, Portuguese shares lost 5 percent, and the Greek index declined 3.3 percent. London’s FTSE100 finished down 2.2 percent to its lowest level since last November. The euro fell to a seven-month low against the dollar.

Yesterday’s sell-off on Wall Street was partially due to worse than expected employment data. Initial claims for jobless benefits rose last week, dampening expectations of any improvement in the official unemployment rate that is to be updated today. The Dow Jones index briefly fell below the 10,000 mark before closing at 10,002—2.6 percent lower. This was its worst one-day decline since April 2009. The Dow has lost 6.5 percent in the past fortnight. Other New York indexes also finished lower yesterday—the S&P 500 lost 3.1 percent and the Nasdaq 3 percent.

Asian markets were mostly lower. Japan’s Nikkei index was down 0.5 percent while China’s Shanghai Composite lost 0.3 percent.

A Barclays Capital spokesman said the European Union may need to invoke emergency treaty powers to guarantee Greek debt. “If not contained, this could result in a ‘Lehman-style’ tsunami spreading across much of the EU,” Barclays’ Julian Callow told the British Telegraph.

This threat underscores the reality that the measures taken in response to the 2008 financial crash—including unprecedented bank bailouts, coordinated global stimulus spending measures, and near-zero official interest rates in many economies—have only compounded the underlying contradictions that gave rise to the crisis. Moreover, the latest share market gyrations may point to the imminent winding back of the stimulatory fiscal and monetary policies that triggered something of a rebound in the financial sector’s fortunes over the past 10 months.

The International Monetary Fund recently warned governments that withdrawing emergency stimulus spending too soon risked triggering a “double dip” recession. “But if bond markets decide that sustained public spending and high deficits in some countries risk creating an unsustainable debt position, then they will take matters into their own hands,” a Wall Street Journal article noted. “Schroders on Wednesday became the latest big investor to warn that the debt markets are in no mood to forgive politicians who fail to grasp their concerns. Faced with this pressure from the markets, policy makers in highly indebted countries will face an unpalatable choice: cut voluntarily, and take the risk the recovery is damaged; or have cuts forced on them in the midst of a market crisis. They may not have long to make up their minds.”

This now applies to many of the world’s major economies. “The issue of sovereign debt dominated many discussions in the Davos World Economic Forum last week,” the Financial Times explained. “While much attention focussed on the fiscal crisis in Greece, considerable concern was also voiced about the outlook for countries such as the US and UK... At the heart of investor concerns is whether countries such as the US with its rising debt burdens has the political will, or the sense of consensus, to take decisive measures to cut debt.”

Put more directly, “investor concerns” centre on whether national governments are going to be able to ram through draconian cuts to public spending—including welfare support, social infrastructure, health, education, and public sector jobs and wages—in the face of overwhelming opposition within the population. The global financial elites are now being forced to take note of a new factor in the situation—the re-emergence of the class struggle, with the working class beginning to intervene in defence of its interests.

The Wall Street Journal yesterday noted that investors had initially welcomed the EU’s endorsement of the Greek government’s plan to slash the deficit, but the country’s bonds were promptly sold off again after trade unions announced that a general strike would be held on February 24.

One WSJ commentator, Paul Hannon, wrote a piece for the newspaper’s internet blog section titled “Is Greece Governable?” Bemoaning a lack of “obedience and sense of common purpose” among ordinary Greeks, Hannon equated “governability” with Prime Minister George Papandreou’s ability to crush resistance to his austerity drive. “Having questioned the governability of Greece, bond investors are now having the same doubts about some other countries with large budget deficits, which explains why the cost of insuring Portuguese government bonds against default has risen to a record high, and why investors are also selling Spanish government bonds,” the article continued.

Portuguese workers are reportedly staging their first protest against spending cuts today. The country’s minority social democratic government is in a major crisis, with opposition parties pressing a regional finance bill that could increase overall spending. Parliamentary Affairs Minister Jorge Lacao has warned that approval of the legislation “brings problems for governability”, adding that “what is at stake is the credibility of the Portuguese state at a time when it is absolutely indispensable that the state shows rigour in its public accounts”.

The question of “governability” is increasingly relevant to every advanced capitalist state, not just the most vulnerable eurozone economies, which have been dubbed the PIIGS (Portugal, Ireland, Italy, Greece, and Spain). That includes the US where unemployment is continuing to climb and the Obama administration is preparing massive inroads into social programs, including Social Security, Medicare and Medicaid.

A dangerous rise in US-China tensions

5 February 2010

The US announcement of a $6.4 billion arms sale to Taiwan last Friday has provoked sharp opposition from China and a marked increase in tensions between the two major powers. The determination of both sides to take a tougher stance, regardless of the consequences, raises the spectre of an open rift in diplomatic and political relations.

On the part of the US, the decision to announce the arms sale, knowing full well that China would react, is a calculated move aimed at countering Beijing’s growing global economic and political influence. An article in the New York Times on Monday declared that the Obama administration had “started to push back”. By announcing the arms package, the US had “leveled a direct strike at the heart of the most sensitive diplomatic issue that has existed between the two countries since America affirmed the one-China policy in 1972.”

The New York Times explained that the sale was “doubly infuriating to Beijing, coming so soon after President Bush announced a similar arms deal with Taiwan in 2008, and right as Beijing and Taiwan are in the middle of a détente of sorts in their own relations”. The announcement came on the same day as US Secretary of State Hillary Clinton publicly criticised Beijing for not agreeing to new penalties against Iran over its nuclear programs. Washington rubbed further salt in the wound by insisting that a meeting between Obama and the Tibetan Dalai Lama would go ahead despite China’s objections.

China’s refusal to be bullied into taking a tougher stance against Iran is just one of the issues provoking frustration in Washington. During his visit to Beijing last year, Obama also pressed his Chinese counterparts on revaluing the yuan against the dollar and agreeing to definite limits on carbon emissions. Not only was the US president rebuffed over currency revaluation but lectured on the need for sound economic management. At the Copenhagen climate summit, the Chinese premier pointedly snubbed Obama, sending low-level officials to key, last minute negotiations.

Washington has chosen to “push back” on issues that are particularly sensitive to China. Steve Clemons, foreign policy director at the New America Foundation, told the New York Times: “China is feeling very confident these days, but the one thing that the Chinese freak out about consistently are sovereignty issues… So anything related to Taiwan or Tibet will get them going.”

Beijing regards Taiwan as a renegade province and has threatened to invade if Taipei ever declares formal independence. Washington backed the Kuomintang dictatorship established on the island after the 1949 Chinese revolution, but in 1972 reached a rapprochement with China. The arrangement was always fraught with contradictions: the US recognised Beijing’s control over one-China, including Taiwan, but continued to oppose any forcible reunification and to sell arms to Taipei despite China’s objections.

China is particularly sensitive over Taiwan because any move toward independence would encourage separatist movements in other parts of China—including Tibet and among the Uighur population of Xinjiang province. When the US first hinted at the Taiwan arms sale last month, Beijing showed its displeasure by testing its anti-ballistic missile system, destroying a missile sent into outer space.

Following last week’s announcement, the Chinese regime took the unprecedented step of threatening sanctions against US firms involved in the arms sale—a move that would impact on major American corporations such as Boeing, United Technologies, Lockheed Martin and Raytheon. Boeing is worried that it could lose out to rival Airbus in a market estimated at 3,770 new aircraft worth $400 billion by 2028. China also announced an immediate freeze on military exchanges with the US and summoned the US ambassador in Beijing to issue a formal protest.

Trade tensions between the US and China had already been rising. Beijing has reacted angrily to Washington’s imposition of tariffs on Chinese steel product and tyres, threatening retaliation of its own. President Obama, however, is pressing on, telling Senate Democrats this week that his administration would “get much tougher about the enforcement of existing [trade] rules, putting constant pressure on China and other countries to open up their markets in reciprocal ways”. In this heated atmosphere, sanctions by China on Boeing could ignite a full-blown trade war.

The escalating tensions are an expression of deep-going changes in geopolitics. The US as a declining but still dominant power faces growing economic and strategic challenges from rising China in every corner of the globe as Beijing seeks secure access to resources and markets. The US is aggressively attempting to consolidate its neo-colonial occupations in Afghanistan and Iraq in an effort to secure a hegemonic position in the key energy rich-regions of the Middle East and Central Asia. China is trying to consolidate its own alliances to keep the US out of what it regards as its Central Asian “backyard” and to guarantee vital oil and gas supplies.

After assuming office a year ago in the midst of the global financial crisis, Obama sought China’s assistance. Faced with huge deficits, Obama officials appealed to Beijing to keep purchasing US bonds and brought Beijing into discussions of the crisis through the G20 grouping. Some optimists even speculated about the formation of a G2—the US and China—that would resolve the world’s economic and problems in the spirit of cooperation.

The confrontational approach now adopted by the US, and China’s determined response, underscore the intractable economic, political and social contradictions facing the capitalist class in both countries. With double-digit unemployment at home and the necessity of making huge budget cutbacks, Obama is aggressively playing the China card to advantage the American economy at China’s expense and politically to divert attention from its own responsibility for the deepening social crisis in the United States.

As for China, despite its “booming” growth rate, Beijing confronts rising unemployment and mounting social unrest, which will be further compounded if its key export industries are hit by protectionist measures. The regime’s huge stimulus measures have led to an orgy of speculation in shares and real estate, raising fears of a financial collapse. Like Obama, Chinese leaders are playing the chauvinist card, declaring that they will defend China’s interests, in order to obscure their role in creating one of the most socially unequal societies in the world.

The very real danger is that Taiwan, Tibet or another issue can become the flashpoint for a rapid breakdown of relations and the eruption of trade war and ultimately military conflict—as occurred during the last great crisis of world capitalism in the 1930s.

Policymakers Clash on Financial Regulation

By Cho Jin-seo
Staff Reporter

A conference on the global financial crisis revealed Wednesday that a power game between government agencies may be leaving firms uncertain about regulatory policies.

Top officials from the presidential office, finance ministry and financial regulatory authorities disagreed on how much freedom bankers should enjoy, while bankers themselves were more concerned about whom they should trust.

Kwak Seung-jun, a top lieutenant of President Lee Myung-bak, was the first to insist that South Korea should defy the global trend of tighter regulations by giving more autonomy to Korean bankers and expanding the market.

But his laissez-faire view was instantly rejected by Minister of Finance Yoon Jeung-hyun and several officials from the financial authorities who favor closer monitoring and controlled growth.

Kwak said that the financial industry in South Korea is growing up from the level of "elementary school to middle school," so it was wrong to assume that it was at the same level as in Anglo-Saxon countries which are like "college students" and have had much more liberty than their Korean counterparts.

"If we accept international discussions and tighten our financial regulations, it is like going back to elementary school," the chairman of the Presidential Council for Future and Vision, said in a speech.

"We need to have strategic thinking. The global tightening of regulations could be an opportunity for us to make our financial industry more competitive."

Kwak, who has a doctorate in economics from Vanderbilt University and is a former professor of Korea University, also claimed that the financial industry should create more high-salary jobs that meet the expectations of the young generation - a rather unique and simplistic statement in the regulatory climate, considering that bankers' pay has become a symbol of unfair distribution of wealth globally.

Minister Yoon was polite but not shy in rebutting Kwak's ideas one by one.

"It is too early to relax. We still need more caution," he said in a following speech. "Reestablishing the relationship between the financial and real economies is a very important task for us. If financial firms take excessive risks, it will make not only the financial system but also the real economy collapse," he said.

The conference was co-hosted by Kwak's council, Yoon's ministry and the regulatory Financial Services Commission (FSC). Chairman of the FSC, Chin Dong-soo, didn't take sides and remained ambivalent, by just saying it was "not adequate" to simply adapt global trends to Korea. But secretary general Kim Joo-hyun was more outspoken.

"The government bailed out credit card firms in 2003, and this is an example of why we need to be fussier with financial firms at the macro level. There are also voices saying there should be more regulation on hedge funds and derivatives," he said.

"Our stance is that we will follow all new international guidelines on the financial industry. And we will establish some measures even before other countries do. We believe the Obama administration's policy is moving in the right direction as well."

Market players were less excited about the discussion on the level of regulations and the future of South Korea's financial industry. Instead, they said they wanted governments to draw up more consistent and predictable policies.

Steven Butters from Deloitte said that the main problem the industry faces is the uncertainty in the financial market caused by a "tsunami wave" of regulations proposed by numerous government and international organizations.

Park Jin-hei of Citibank also stressed that what banks wanted was "transparency and fairness" in regulations, no matter how tight or loose they were.

The conference, titled "Takeoff in the Post-Crisis Era," was held in the largest and most expensive hall of the Lotte Hotel, central Seoul. Despite the disagreement on the future of the financial industry, the three host organizations seemed to agree that the economy was back on track, by offering a five-course lunch to hundreds of participants and audience members at the taxpayers' expense.
